Casinea is one of the most important territories in the Empire, because it is where Anvil is. Don’t let the lack of detail on the main wiki deceive you. All the decisions that effect the future of humanity are made here - and the Highborn Senators are right in the thick of it, shaping human destiny, and fighting anyone who might try to derail it.

During the Autumn Equinox, the Chapters of Casinea will elect a Senator for the next four seasons - with the careful guidance of the priesthood, of course. Will it be the incumbent, Barrabas? Or will someone new represent the Chapters of Casinea in the coming seasons?

The election takes place on Saturday, officially between midday and three - your egregore is likely to have all the details of where and when the debate and accompanying voting take place.

Every Chapterhouse in Casinea can present a single candidate. The candidate does not have to be from Casinea, but must be Highborn. When the election begins, the National Assembly (all the characters in Highguard with congregation personal resources) convene and question the candidates.

When they’re content that they have a good feel for the virtue of the candidates, the priests vote for the one they found LEAST virtuous, and least suited to represent Casinea in the Senate.

The Candidate with fewest votes becomes Senator.

The priests use their full Synod voting strength minus votes provided by any sinecures or other Imperial titles. This is the Best Form Of Democracy in the Empire, if not the world, because only those people with true virtue are fit to lead humanity, and only those who best understand virtue and matters spiritual should be in a position to select them.

People who aren’t part of the Highborn assembly can still participate of course. Influencing Chapters to put forward candidates you like, or persuading priests to oppose people you think are obvious wrong’uns are both entirely acceptable courses of action. You may even try to get a Chapterhouse to put you forward as their candidate, even if you’re not from the territory.

In Empire, Senators wield a great deal of power - but they are also ultimately responsible to the people they represent. The Senator for Casinea represents the people of the territory, obviously, but they also represent the Highborn nation. In conjunction with the Senators of Reikos, Bastion, and Necropolis they appoint generals and other titles, and fight the enemies of humanity in the political arena. Every Highborn citizen should be able to see the value of ensuring that these Senators represent the very best that Highguard has to offer.
