Imperial Law in Non-Imperial Land

Imperial Law applies to citizens, even when they’re not in Imperial territory” (paraphrased) was said to me this event. I can’t find anything on the Wiki which concretely backs this up, or refutes it.

I would expect that the law would protect individuals or their property when outside of Imperial borders, but I am wanting to work out how it applies to the rising trend of laws around possession of substances and items; laws which aren’t focussed of the protection of people and property.
This is mostly in the abstract as players don’t normally get to go to non-Imperial land, but there are implications for diplomatic relations and negotiations. Also raises the question of how laws apply to Citizens who are in encounters through the Hall of Worlds, which I could also not find clarification on.

I am mostly wanting to be told if I’ve missed some piece of the brief, senate motion, or magistrate decision before I send PD an email.

Hall of Worlds is under Imperial jurisdiction and has very specific exceptions based upon the powers Archmages have

(IE, parlay with Eternals under Emnity as the main one to consider)

Substance ownership is a bit weirder because of how reactive (and slow to react) Imperial law is to anything narcotic

Also, the abstraction layer on boats is that every single fleet has a Civil Service member on it to enforce the privateering stuff, so Imperial law applies upon all vessels outside of Imperial waters.
