“Stupid Question Alert” when I make it to an event is it belle tents or similar or as for the most part The people of Navarr are nomadic would a waterproof canvass shelter which would be way more fitting to the nature of being nomadic be ok too? Kind of like a Basha in army terms if anyone gets that analogy
Bell tents are the default in the IC area, due to availability I suspect 
If you want to do some sort of canvas shelter, and it’s reasonably IC, then go for it. Small wanderers canvas shelters will look fine in Navarr.
Bear in mind that this could be a quite cool and soggy event, so check waterproofing and prioritise warmth.

I get the risks but some of my best nights Kip have been under Basha/Tarp being able carry the whole set up sits better as I plan my character from a striding rather than steading now to figure out sourcing canvass as big as I need and waterproofing do you reckon ground Fur would work with Navarr setting
There have been one or two people who have camped under a tarp at Empire, and as long as it adheres to the tent rules you can do that if you want to. There aren’t many distinctions between the tents in nations, it’s more about how you dress up the tent that makes each camp unique.
If you are already experienced in how to camp like that, go for it! But there’s no need to go that far unless you want to. Having a place where you can keep your OC gear out of sight (e.g. medicines, mobile phone, car keys, food wrappers) is really handy so consider that if you are using a tarp versus a tent. Plus how you’ll keep your privacy when getting dressed as tents are pitched pretty close to each other in some places.
I don’t know what ground fur is, but furs are suitable in the setting so you are probably okay.

@Laura thank you for the information and got all that covered including the getting dressed be amazed at how a larger blanket derived sleeping bag can give enough space to get changed 
the real fur acts as a ground mat and is water proof from the underside is all but if fur works with Navarr setting all is good
