Genuinely curious as to which nation people think the Ocarina would fit in with 
It’s a wind instrument so I think it depends on the kind of music you’re playing with it. Any particular style of tune you thinking of?
Portability wise it would suit the Navarr.
Faraden would be all over it too. They like wind instruments.
I was trying to think of something intelligent to say but now all I want to do is find my ocarina and play The Parting Glass on it. Will be back when I’ve had a think.
Thought one: The Parting Glass is indeed possible.
Thought two: My ocarina has a really flat bottom D. shudder
On to more useful thoughts…
I can’t see it fitting that well in Dawn, mainly because of its limited range. As a solo instrument in a melancholy story though, I could see it working.
Highguard are supposed to like wind instruments, although it wouldn’t stand up as an accompanying instrument against the battle choir.
I don’t think it quite has the pizzazz to pull off The League.
It’s probably not got enough clout for The Marches. They’d want something a bit more robust.
Urizen… maybe, but perhaps you’d need a better instrument than my 20 year old piece of plastic to produce a tone that’s clear enough.
Varushka… I don’t think it could compete with the richer sounds of the voices and other instruments.
Wintermark is probably my weakest area of knowledge, but it doesn’t quite sit right for me having read the wiki pages on it.
Orcs - nope. It’s too close to trad folk.
Brass Coast - Nah, don’t think so. When you want a shawm, don’t try and sub with an ocarina.
Navarr - anything goes really, and as Mark says, when you’re out in the sticks it’s easy to transport. I could see Wardens of Varushka carrying it for the same reason, or Highguard Unconquered, maybe?
In summary, I think it would work as a solo instrument, or as a counterpoint to a solo voice. In a group it will just get lost.

I think it would fit in anywhere. Its a portable small instrument so its easy for poorer people to have and carry and that often crosses into richer circles. It all depends on the music played
I agree with most of the above, except that the points based on the instrument having a limited range or being quiet are not so true for all ocarinas. Some are louder than others, and some have more holes and a wider range.
As for the bottom D being flat…
If that’s not the lowest note, then you might be able to fix it by making one of the holes a bit bigger. This will sharpen all the notes that have that hole open, though. Depending on the fingering scheme, that might be a problem.
If it is the lowest note (or if other notes are affected as mentioned above), then sharpening it will be trickier. I can think of ways to do it; lots of work though.
A tip: once an ocarina is in tune with itself, if you need to adjust its pitch to match other instruments you can do it by changing the internal volume (capacity not loudness), perhaps by adding/removing some bits of putty well away from the holes.
I think Urizen/Wintermark/Highguard are the best fits for an ocarina. Just my hunch though.
