This wind is obviously of interest to assorted ambassadors and to the Imperial Consul, but there’s also stuff relevent to the Imperial Spymaster, the Master of Light and Darkness, the whole of Varushka, the Brass Coast, the Imperial Conclave, anyone with black pearls access to an Ephisis’ Box and a healthy skepticism of “legality” and … basically loads of other people.
